Indian Pharmaceutical Supplier to the UAE.

The UAE is the anchor of our Gulf operation. Our Dubai commercial desk sits two kilometres from Jebel Ali Free Zone and serves MOHAP-licensed importers, DHA hospital groups such as Mediclinic Middle East and Aster DM, DoH Abu Dhabi facilities inside the SEHA network, and government tender desks at the Ministry of Defence medical services. Every Indian pharmaceutical supplier that claims the Emirates either routes through the BOM-DXB air corridor or through Jebel Ali sea freight; M Care has held named-account relationships on both channels since our first MOHAP registrations cleared a decade ago.

Regulatory environment

The Emirati regulatory stack, decoded.

MOHAP runs the federal drug register. Every imported SKU carries a MOHAP Drug Code, filed through the CPD (Central Pharmacy Department) e-portal, and cross-referenced on invoice, pack and customs manifest. Dossiers follow the ICH CTD structure in electronic form, with Module 1 written to MOHAP specifications and a parallel GHC Module 1 where we file the joint-market dossier. Typical timeline for a WHO-GMP-sourced generic is nine to fourteen months from first-submission to marketing authorisation.

Authority at the emirate level sits with DHA (Dubai Health Authority, which governs facility licensing for Mediclinic, Aster, Emirates Hospital Group and others) and DoH Abu Dhabi (covering SEHA, Burjeel Holdings, VPS Healthcare). Sharjah and the Northern Emirates operate under MOHAP directly. Controlled substances follow the UAE Federal Decree-Law 14 of 1995, with a quarterly import-quota permit countersigned by MOHAP's narcotic control section. Arabic labelling is non-negotiable: outer carton bilingual with a minimum type height, PIL bilingual for OTC and retail lines.

The Gulf Health Council pathway deserves careful attention. A single GHC dossier, if accepted, grants market authorisation across the six GCC states plus Yemen, cutting multi-country registration fees by roughly 40% and collapsing timelines. We file GHC where the molecule's commercial life justifies it; single-market MOHAP filings still make sense for niche indications.

What we do for Emirati customers

Six capabilities, pre-assembled.

MOHAP, DHA and DoH Abu Dhabi dossiers

In-house regulatory team prepares and submits CTD and eCTD dossiers through the MOHAP CPD portal, handles DHA facility licensing where a Dubai pharmacy sits downstream, and files DoH Abu Dhabi product notifications. Variations, renewals and PSURs tracked on a shared calendar with the importer of record.

Bonded stock in JAFZA, DAFZA and SAIF Zone

Free-zone warehousing with climate control from 15-25 degrees Celsius and a dedicated 2-8 cold room. Stock held against customer call-off, with import duty triggered only on release to mainland UAE. Typical buffer: 45-90 days of forward demand.

Hospital-group named supply

Contract supply to Mediclinic Middle East, NMC Healthcare, Aster DM, Burjeel Holdings, Emirates Hospital Group, Thumbay and VPS Healthcare pharmacy desks. Batch-level traceability, CoA and CoO on every dispatch, QP release letter where the importer's PV function requires it.

SEHA and Dubai Health tender response

Full technical and commercial pack for SEHA (Abu Dhabi Health Services Company) and the consolidated Dubai Health entity. We hold MOHAP codes ready, stability data current, and we coordinate the mandatory UAE-national trading-partner layer through our Dubai desk.

GHC joint registration

Gulf Health Council central-registration dossiers compress UAE, KSA, Kuwait, Oman, Qatar and Bahrain entry into a single submission cycle. We prepare the harmonised dossier, run the parallel track-and-trace requirements and align artwork to GHC-wide specification.

Arabic bilingual artwork

MOHAP-compliant Arabic typesetting with native-speaker medical review, outer-carton bilingual layout, patient information leaflet translation, and artwork proof approval coordinated with your commercial team before any print run.

The logistics spine

From Mumbai to Jebel Ali in under a week.

Air freight: BOM-DXB is three to four hours of flight time, with Emirates SkyCargo, Etihad Cargo, IndiGo CarGo, Air India Express and SpiceJet operating multiple daily widebody and narrowbody rotations. Door-to-door for ambient pharmaceutical cargo runs two to four working days, with customs clearance through Dubai's e-Mirsal 2 platform handled by our nominated freight agent. DEL-DXB and BLR-DXB routes back up the Mumbai gateway for north-India and south-India sourced product.

Sea freight: Nhava Sheva (JNPT) to Jebel Ali runs a five-to-seven-day direct transit, with weekly sailings from Maersk, CMA CGM, MSC and Hapag-Lloyd. Less-than-container-load consolidation is available for orders under 15 CBM. Jebel Ali's position as the Middle East's largest container port means onward transit to Saudi Arabia, Oman or Iran is routine from the same bonded zone.

Secondary entry points: Abu Dhabi International (AUH) and Khalifa Port for capital-emirate deliveries, and Sharjah International (SHJ) for northern-emirate distribution. Cold-chain kits use Envirotainer RAP e2 and RKN e1 for 2-8 degrees active, va-Q-tec passive containers for 15-25 ambient, and temperature loggers on every consignment above USD 25,000 in invoice value. Bonded stock at JAFZA lets customers convert lead-time from eight weeks to 48 hours on fast-moving lines.

Payment terms: standard is TT 30% advance, 70% against scanned BL; documentary LC at sight for first-time customers; open account at 30, 60 or 90 days once the relationship is five shipments deep. Insurance at Institute Cargo Clauses A, covering door-to-door.

Formulary focus

What we ship most into the UAE.

Oncology biosimilars and supportive-care injectables lead the volume. The Emirati patient pool is ageing (median age 33, but the 50-plus cohort has tripled since 2010) and hospital groups such as Burjeel and Mediclinic run full oncology day-care units with a constant draw on trastuzumab, rituximab and bevacizumab biosimilar pipelines, plus granisetron and pegfilgrastim support.

Cardiometabolic is the second pillar. UAE prevalence of type-2 diabetes sits around 16% of adults, and statins, SGLT2 inhibitors, DPP-4 inhibitors and ARBs move in consistent tender quantities through SEHA and Dubai Health contracts. Anti-infectives follow: broad-spectrum cephalosporins, carbapenems and antifungals for the multi-drug-resistant load that any high-traffic international hub accumulates.

Critical-care injectables (noradrenaline, vasopressin, propofol), ophthalmology, dermatology and gastroenterology complete the hospital-formulary roster. Every line ships with MOHAP-compliant bilingual labelling, matched artwork approval, and CoA-per-batch documentation.

A Dubai private hospital group consolidated its oncology cold-chain supply under M Care in Q2 2024. We positioned a 60-day buffer of trastuzumab biosimilar and pegfilgrastim at JAFZA, wired the group's pharmacy PO system into our Mumbai dispatch platform, and cut the group's cold-chain stockout incidents from four in the prior twelve months to zero across the first 14 months of the arrangement. Temperature-excursion reports dropped from an industry-typical 3% of consignments to under 0.4%. Total consignment count across the period: 47.

Working with an Indian supplier from the UAE

Why Indian pharma, why M Care, and what you actually get.

India manufactures roughly 20% of the world's generic finished dosage forms by volume, and UAE import data shows India as a top-three origin country for pharmaceutical imports by shipment count. The reasons are structural: WHO-GMP capacity at scale, a deep API base that keeps finished-product costs 30-50% below European comparators for off-patent molecules, ICH-aligned stability programmes, and English-language regulatory documentation that slots straight into MOHAP and GHC dossiers without translation friction.

The harder question is which Indian supplier. The UAE market has seen its share of one-container importers who disappear after the first pharmacovigilance query. M Care is built to sit on the other side of that line. Our Mumbai head office is our regulatory engine room: dossier writing, CMC review, stability coordination, pharmacovigilance and QP release happen there. Our Dubai commercial desk is our face to the Emirati buyer: account management, tender coordination, in-country bonded stock oversight and direct contact with your procurement team. Our London desk handles the European-origin audit trail for customers who want a UK-QP verification layer on top of the Indian certification.

Three specifics that distinguish the working relationship. First, a single named account manager, not a rotating pool. Your procurement head has one mobile number and one email, and that person owns the file from RFQ through re-order. Second, GCC joint-market dossiers: because we routinely file through the Gulf Health Council, your UAE registration can be structured from day one as the anchor of a broader GCC portfolio, saving six to eight months on sister-market launches. Third, CTD readiness: our dossiers are built eCTD-compliant from the first submission, so MOHAP variations, GHC extensions and EU or UK filings later pull from the same source pack without the usual retrofit cost.

What you will not get from M Care: padded lead times, price ratchets on repeat orders, or the mysterious documentation gaps that show up three weeks before a tender submission deadline. What you will get: WHO-GMP-sourced product with audit-ready paperwork, a Dubai team that speaks your weekend and your working hours, and a Mumbai engine room that treats an Emirati purchase order with the same seriousness as a London teaching-hospital contract.

Frequently asked

UAE pharmaceutical import: common questions.

Which regulator registers pharmaceutical products in the UAE?

MOHAP is the federal regulator. Every imported finished SKU carries a MOHAP Drug Code (also referenced as the Emirates Drug Establishment code), filed through the CPD e-portal. The DHA regulates Dubai facility licensing; DoH Abu Dhabi covers the capital. Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah operate under direct MOHAP authority.

How long does MOHAP drug registration typically take?

Nine to fourteen months for a WHO-GMP-sourced generic with a complete dossier, API DMF and one-year accelerated plus three-month real-time stability. New chemical entities take longer, 18 to 24 months, driven by clinical-data review. GHC joint registration, where eligible, lands inside a similar window but covers all six GCC states.

Is Arabic labelling mandatory?

Yes, for outer carton (bilingual Arabic and English) and for patient information leaflet. MOHAP prescribes minimum type height and artwork layout. We commission the Arabic typesetting, run it past a native-speaker medical reviewer, and secure MOHAP artwork approval before any print run.

Can M Care bid on SEHA and Dubai Health tenders?

Yes, through our Dubai commercial desk with the required Emirati trading-partner structure in place. SEHA covers the Abu Dhabi public system; the consolidated Dubai Health entity covers Dubai's public hospitals and primary-care network. Tender submissions require MOHAP-registered SKUs, full stability, GMP certificate, PSUR and a price schedule aligned to the GCC reference-pricing framework.

What cold-chain guarantees do you offer on BOM-DXB shipments?

Validated containers (Envirotainer RAP e2 or RKN e1 for 2-8 active, va-Q-tec passive for 15-25), continuous temperature logging, airport-to-airport transit under 18 hours, and a landing-side cool-dolly handover. Excursion investigation triggered automatically if any point exceeds the validated corridor by more than 30 minutes. Insurance on Institute Cargo Clauses A, door-to-door.

Do you supply controlled substances under UAE Federal Decree-Law 14?

Yes, against quarterly import-quota permits countersigned by the MOHAP narcotic control section. Scheduled anaesthetics, pain-management and psychiatric lines require the importer to hold a valid narcotic licence. We prepare the full documentation pack and coordinate the timed shipment window against the quota calendar.

How is payment typically structured?

First-time customers: TT 30% advance, 70% against scanned Bill of Lading, or a sight LC through a first-tier UAE bank. Repeat customers, post five clean shipments, move to open account at 30 to 90 days depending on volume and the credit insurer's line. We work with Atradius and Euler Hermes for credit cover on larger accounts.

Indian pharmaceutical supply built for the UAE

Why buyers choose M Care for the India → the UAE corridor.

MoHAP and DHA fluency

Dossiers built to the exact format MoHAP and DHA reviews, not a generic CTD dump. We know which modules get scrutinised first, which stability data triggers queries, and which legalisation and apostille chain the submission needs to clear on the first pass.

Logistics you can schedule around

BOM → DXB direct air for time-critical orders, and Jebel Ali for high-volume ambient sea freight. Cold-chain SKUs run on validated containers with continuous temperature logging. Consolidation at origin so you order by molecule, not by MOQ.

Commercial discipline, one point of contact

USD invoicing with clear FX-clause language, LC / TT / open-account progression as the relationship proves out, 18 therapeutic areas on one PO, and one named account manager from enquiry through clearance in the UAE.
